By Aaron Humes: Recalled Guatemalan ambassador to Belize, Estuardo Roldan, has told Prensa Libre newspaper that the OAS independent report is “not conclusive” to him about what happened to 14 year old Julio Jose Alvarado Ruano, calling it “a story.”
According to Roldan, key evidence was missing and the chain of custody appeared to be broken, leading to some doubt.
The OAS report cleared Belize Defence Force soldiers of wrongdoing but stated that the shots that killed Ruano came from Belizean rangers attached to Friends for Conservation and Development that jointly patrol with the BDF.
Ambassador Roldan called the incident “a stone in our shoe” but said it was not expected to affect bilateral agreements between the two countries.
Alvarado’s death last April raised tension between the neighbours, which maintain a border dispute for more than 150 years and currently do not have a defined border – at least according to the Guatemalans.
Guatemala claims more than half of territory it says is “occupied” by Belize.
