By Zoila Palma Gonzalez: Responding to the imperative need for fiscal reform, the Government of Belize has initiated a robust plan aimed at ensuring budgetary sustainability, bolstered by support from the Inter-American Development Bank (IDB).
This strategic move seeks to rectify public spending inefficiencies highlighted in the IDB Loan Proposal 2021, paving the way for significant fiscal space creation and the alignment of public finances with a sustainable trajectory.
Belize has secured both technical expertise and financial aid from the Inter-American Development Bank to modernize its Public Financial Management system.
The goal is to foster financial sustainability by enhancing the efficiency of public resources.
This entails bolstering financial management practices, refining procurement procedures, upgrading technical infrastructure, and facilitating capacity building initiatives to address potential inefficiencies in financial and procurement management tools.
Moreover, the initiative aims to enhance the institutional capacity of the Belize Public Service.
Operating within a centralized public service framework, Belize entrusts the Ministry of the Public Service, Constitutional and Political Reform, and Religious Affairs with responsibilities pertaining to Human Resources and Training.
However, a notable gap exists in targeted training programs for Public Financial Management, posing a significant challenge to ongoing modernization efforts.
In a collaborative effort with the Ministry of Public Service and Constitutional Reform and Religious Affairs (Training and Development Unit), the University of Belize has been contracted under the Strengthening Public Expenditure Management project BL-L1038.
The objective is to develop and implement a comprehensive training program tailored to address critical gaps in Public Financial Management.
This initiative seeks to enhance the expertise and proficiency of personnel responsible for Public Financial Management operations.
The designed training program will cover essential areas to ensure comprehensive understanding and practical application of public financial management principles. By enhancing the skill set of key personnel, the government anticipates improved management of public funds, in line with broader objectives of fiscal stability and enhanced public service delivery.
Through its partnership with the University of Belize in this strategic educational initiative, the Government of Belize aims not only to enhance the skills of Public Officers in the Public Financial Management sector but also to bolster the National University’s capacity in financial management.
This collaborative effort ensures a sustainable and successful modernization of Belize’s financial management systems, fostering competent and confident employees within an evolving Public Financial Management landscape.
